I think I know the answer to this, but want to confirm. If a player is Optioned or Outrighted to an MLB Team's Alternate Training Site, are they still eligible to play if they have a projection? My understanding would be "no", because the player is not active on an MLB or MILB team during this time. They're not inactive, and this was a measure to help teams keep players fresh and ready in case they're needed at the major league level before the delayed minor league start. In the case below, Juan Lagares was reassigned to an MILB team after returning from the IL. This is different from a Rehab Assignment, so I assume he's available to use on/after 2021-04-30. Is this correct?

If anyone is interested, please check out this Google Sheet containing all MLB and MiLB transactions since 2019-01-01 to current (to backfill enough data to catch players who started the season injured). The important column is the ACTIVE column. If you guys look at the sheet, I want to know whether you see any issues with the value in the ACTIVE column. Or... if you see any issues in the the rules for setting true/false in the column.
