The Athletic has an interesting article on how to avoid tanking.
Basically, playoff teams would still be at the bottom of the barrel but the top non playoff teams would get the top rookie draft slots.
The purpose of the proposal would be to provide incentives to win for nonplayoff teams, avoid tear downs in July and provide added
reasons to compete in September. Not sure if this would be good for this league but interested in your feedback.

You would likely have teams who are possibly looking to not play for a wildcard selection and doing nonsense at the end of the year to select higher.

"Tanking" occurs in MLB, so why not in DMB? It is a legitimate team building tool. The motivation isn't necessarily to lose games and climb higher on the draft list. Teams can improve themselves by trading away older productive players for prospects. An extreme example: In another league, I recently traded Robbie Cano for Darwinzon Hernandez. Cano is out to pasture next season and probably (hopefully) forever. My trading partner got a couple of months of Cano's productive bat. Then, nothing. I got a prospect who throws hundred mile an hour seeds. Nothing wrong with that. And furthermore, being high on the draft board won't bring many instant stars. Franco is already "owned."
B1BL does have a rule that penalizes sub 500 teams and rewards winning teams.
