With having some vacancies, I've already had some questions about GMs moving their teams (players, salaries, everything financial) to a different franchise. Essentially, swapping with another franchise. Should we have a vote about whether to allow this and what the process should be (for example, a one-time thing or only available every 3-5 years, etc.)?
